- Slice the flank steak against the grain into 1/4 inch thick strips. Mix with soy sauce, peanut oil, cornstarch, and baking soda. Marinate for 10 minutes.
- In a medium bowl, combine stock, Shaoxing wine, dark soy sauce, brown sugar, and cornstarch. Stir well to mix.
- Bring water to a boil in a skillet. Add broccoli and steam for 1 minute until tender. Remove and keep warm.
- Heat peanut oil in the skillet. Cook the marinated beef until browned, then add garlic and ginger.
- Add the steamed broccoli back into the skillet with beef. Stir the sauce mixture and pour over the beef and broccoli. Cook for 1 minute until thickened.
- Serve hot over rice.
