- Preheat your oven to 400°F (200°C).
- In a large mixing bowl, whisk together 2 cups of all-purpose flour, 1 tablespoon of baking powder, and 1 teaspoon of salt until fully combined.
- In a separate bowl, combine 1 cup of warm water with 1/4 cup of olive oil. Whisk these together until well mixed.
- Pour the warm mixture into the dry ingredients bowl and mix gently.
- Stir in 3 cloves of minced garlic and 2 tablespoons of chopped fresh rosemary until just combined.
- Generously grease a muffin tin and fill each cup about ¾ full with the batter.
- Sprinkle a pinch of sea salt on top of each muffin cup.
- Bake for approximately 20 minutes until golden brown and a toothpick comes out clean.
- Let cool for about 5 minutes before removing from the tin.
