Step-by-Step Instructions
  1. Cook the Lasagna Sheets: Boil salted water and cook lasagna sheets until al dente, about 8-10 minutes. Drain and lay flat.
  2. Sauté Aromatics: Sauté chopped onion and minced garlic in olive oil until fragrant and translucent.
  3. Brown the Ground Beef: Add ground beef to the skillet and cook until browned. Season with salt, pepper, oregano, and basil.
  4. Incorporate Vegetables and Sauce: Add bell pepper, marinara sauce, and optional tomato paste. Simmer for 5 minutes.
  5. Prepare the Cheese Filling: Combine softened cream cheese, mozzarella, and parsley in a bowl until smooth.
  6. Build the Roll-ups: Spread meat sauce in a baking dish, fill lasagna sheets with cheese filling, and roll tightly.
  7. Arrange in Baking Dish: Place rolled noodles in the dish, cover with remaining meat sauce and sprinkle with mozzarella.
