Preparation Steps
- Step 1: Marinate the beef by thinly slicing the flank steak and mixing with water, Shaoxing cooking wine, kosher salt, baking soda, and cornstarch. Allow it to marinate for 10-15 minutes.
- Step 2: Prepare the sauce by whisking together soy sauce, water, granulated sugar, cornstarch, and sesame oil until smooth.
- Step 3: Pre-boil the broccoli by blanching in boiling water for 2-3 minutes. Drain and set aside.
- Step 4: Heat a wok over medium-high heat, add vegetable oil, and stir-fry the marinated beef until 90% cooked. Remove and set aside.
- Step 5: Sauté minced garlic and ginger in the same wok for about 15 seconds until fragrant.
- Step 6: Pour in the prepared sauce, stirring constantly until it thickens. Reintroduce the beef and broccoli, tossing to coat.
- Step 7: Serve hot on a plate, optionally garnished with sesame seeds.

Notes
For best results, reheat leftovers in a pan with a splash of water or broth to maintain moisture.
